?

All of the bursts must be within medium range. Any given burst is a 5' radius. Seems pretty clear.

If it was close, the spell would be kind of a waste: you'd run out of placement options quickly.

Yes it should have been written more specificity. Either both both instances of damage allow saves or neither does. Since it would be far too strong to allow no saves, I say both allow saves.

The component, like any other component, is a free action to draw. That is explicitly stated in the PHB.

You need one hand free to do somatic gestures anyway, so that is not a drawback.

The only drawback is the ton of alchemist fires you have to lug around. An accident would be... painful. Plus I never liked costly material components to begin with...

It is nasty because it is generally a fireball with a 100ft+10/level radius. Caps out at 10d6, sure, but that is a huge area of effect.

Doesnt have to be close, but usually spells like this say "all targets must be within x' of each other." This spell let you hit targets that are 2xMed range apart from each other. Thats huge.

This is actually smaller than close range. Close range is 25ft + 5/2 levels, which potentially gives you a radius of effect of 50ft + 10/2 levels (different from 50 + 5/level). "All targets must be..." tends to be 30ft of each other.

Also, it is a huge area of effect, but far from deadly. The cap is 10d6 after all...
