Flaws

Taking a low strength isn't a problem for a wizard? Ask my wannabe munchkin, who dumpstatted his strength and got screwed over twice. You might occasionally have to do something like make a simple climb check to get past a pit or make a swim check when the party gets dumped out of a boat.

Just for instance.

Put the lowest roll into Strength, Highest into Int. Flaw systems are just food for powergamers. If he really wants to role play it, just let him have some health problems. Lowest stats in Str and Con should get the Raistlin effect.

Note that this will not make for a very survivable character.

The situation doesn't really involve me, it's one friend in another friend's campaign.

The GM says "Roll 4d6, take the highest three, place." So there's no dock and add. What the player is looking for is some set of rules that cover flaws and advantages.

If all you want is one low stat and one high stat, then point buy is what you want. See chapter 2 in the DMG. If the DM isn't willing to use something that's already in the book, you probably have no hope of convincing him to use a third-party add-on.

I'm kinda surprised no-one's done any for D&D.

Let's not get into that....

Well, the Kalamar VillainD esign Handbook has "anti-feats", but I can't really recommend the way they handled it.

Right, I would have loved to see the feats how they looked like before WotC approved them....:(

There are some feats for villains too who have something like dex -2, con +2 or so...
