If Wind Wall can deflect a dragon's breath, deflecting arrows should be easy. Horizontal, just above their heads. The PCs are known for this tactic so opponents should have a counter prepared. Then there's an conjuring Air Elemental, Control Weather, Blade Barrier, or even Storm of Vengeance.

Dispel Magic and Glitterdust both have a range of 100 ft. + 10/CL, and so would have a hard time reaching an archer more than 1 range increment away.
