Why would any defender not choose that feat?
For comparison, the Fighter Utility 6, Settling the Score, is a Daily, Immediate Reaction. Trigger: an enemy hits you with an attack. Effect: You gain a +2 power bonus to attack rolls against the triggering enemy until the end of the encounter.

+2 untyped to a skill for a feat is unorthodox and a bit too good. You get +3 feat bonus for skill focus, so a +2 untyped bonus is pretty great. Adding a combat bonus on top of that is overkill. Moreover, every feat that improves a skill in addition to giving another bonus specifies that the bonus to the skill is a 'feat bonus'.
+2 damage against one foe for a combat is... interesting. The untyped here is necessary, because almost everyone has weapon focus or racial weapon focus. I would give this feat a shot (but change the +2 insight to a feat bonus).
Settling the score is good because of the +2 to hit, which is much more valuable than +2 damage. When a single foe is tough enough to use a daily on, +2 to hit is epic.
As a defender I would strongly consider this feat, but I could think of many others I prefer.
