Does a fog cloud spell or even a cloudkill spell hamper your movement while in the cloud. Movement is normally hampered by 'Poor Visibility' but does this apply to these kinds of 'cloud' spells as well?

No. Your movement rate is only impinged if you effectively have become completely blind.

We play that if you can see even just within your own square, you are not blind and therefore have no movement penalty. That is not realistic, but the alternative is to chart out degradations of movement based on level of concealment. We just stick to the RAW to keep things simple.
 


What sfedi said. The reference he provided is on pg.163 in the PHB (and table 9-4). I've always found the fog-type spells very useful tactically not just for providing concealment but in order to slow down the enemy.
 

Thanks. I'd noticed the passage on hampered movement, but was just checking if my interpretation of 'poor visibility' was correct.
