Follow-Up Attack

Question: Joe Ranger uses Wounding Whirlwind (a 19th level daily) to hit enemy A twice and enemy B once. He's currently using his Follow-Up Attack stance (a 29th-level daily), which lets him use his off-hand weapon to "make a melee basic attack at a -2 penalty against each enemy [he] hit using a melee attack power."

By the RAW, does he either (a) make one attack against each enemy, since they're both enemies he hit with the power, or (b) make two attacks against enemy A and only one attack against enemy B, since he hit A twice and B once?

In other words, does Follow-Up Attack give you an extra attack with each hit, or with each attack power?

It looks to me like once per enemy per power. If you use a power that lets you attack one enemy five times, Follow-Up Blow gives you one off-hand attack. If you use a power that lets you attack five enemies once each, Follow-Up Blow gives you five off-hand attacks (assuming he hits all enemies).

In your example, I'd assume one off-hand attack on enemy A, and one on enemy B.

My question - is a melee basic attack not itself a melee attack power, and doesn't that mean that if your off-hand attack hits, you have hit an enemy with a melee attack power, thus triggering Follow-Up Blow?
