For a Rogue, when is feinting better than getting 2 attacks?

Fortunately, there's a provision that you can charge or withdraw (at a reduced speed) if you're reduced to standard actions each round.

It means that a Choker can now do something that wasn't possible in 3.0 - namely, withdraw more than five feet without provoking an AoO, and then take another action using its Quickness bonus action.

With 3.0 Haste, that would have meant that your first square was considered threatened; in 3.5 it doesn't.

They're getting confused with some of the other Improved * feats, which are of the 'don't take an AoO and get +4 to the check' format.

Improved Feint is not - it just lets you feint as an MEA.
