These are great! Makes me want to run a game of Legend of the Five Rings using 4e rules (and maybe stealing a few concepts here
).
I feel like the races are missing something. They don't seem to have the same number of abilities as the core races, nor do they have especially strong abilities.
First off, the Tanuki should have a bonus to a Defense because both of its racial stats are in the same Defense. I suggest +1 Fort because of their hearty natures.
The Nezumi looks fine.
The Tengu need another small bonus like a saving throw buff. Also, the fly should be a move-action. Flying is a lot weaker than teleport, so Fly 10 as a move once per encounter seems fine to me.
The Kappa and Kitsune look OK. They have some non-standard bonuses going for them, but I think they will work out fine.
