3.0 Spellcasting prodigy is far from weak. And I don't believe Harulla is the ONLY place. I mean you could, in theory, take it IF you have close ties to either High Elven Magic or Nethril Magic.

It was nerfed, though, and the 3.5 version sucks. Really bad. Like, really really bad.

It isn't. The PGtF had erraneously said it was, but that was fixed in the errata.
