For a third opinion, I think aberration fits the bill. Many aberrations were created through "magical experimentation" (the owlbear, for example).

The full attack line should read: Scimitar +X melee (1d8+X/18-20) and light flail +X melee (1d8+X/x2) and battleaxe +X melee (1d8+X/x3) and shortspear +X melee (1d6+X/x2) and tail +X melee (1d10+X plus chilling touch).

For simplicity, I'd make the attack line simply: Tail +X melee (1d10+X plus chilling touch)

This critter will definitely need the Multiweapon Fighting feat, so Dex 13+ would be needed unless its a bonus feat.
