Free but not worthless?

System Neutral give you options
Because your project is system neutral I don't think you'd have a problem hosting it at Dragonsfoot. To the point however, I think you should try to find a location you can stay at for all of your projects so that there is a unified body of support for your works.
I can understand that you don't want to write for 1st edition, Savage Worlds etc.... so Dragonsfoot might not suit you long term.
I have nothing to do with Dragonsfoot but you asked about value in free downloads. Dragonsfoot (1st ed. & Savage Worlds) , Lythia.com (Harn), and Candlekeep.com (Forgotten Realms) are about the best independent free sources* I know for quality.
*I am undoubtedly forgetting other great sources or haven't encountered them yet.
