Sure - you just don't set up any email accounts and just use the contact information side of it.

Come to that, you could just use the standard Windows Address Book... do start/run and type in wab.exe and go - it will start up the windows address book which allows you to keep peoples details, phone, business address, home address etc etc.

Make a shortcut to it on your desktop and have easy access to it at all times.

Well, you don't have to send emails with it if you don't want to... but I don't think you'll get better contact management software for free than an email client.
