Oy vey. I find it staggering how little damage these things do compared to a 20th-level character. 3d8 is NOTHING, despite that weapon being a frickin' laser rifle. Silly hitpoints.

It seems grim & gritty is the best way to go with futuristic weapons in d20. Otherwise, use a health system akin to GURPS.
 


Thing to remember with modern/future weapons is they are mostly 'missile' weapons and you dont add in strength bonus
18 dex and a laser rifle is 3d8 damage, 18 str and a greatsword is 2d6+6 (which is more), so as the OP said, a bit low.

In my scifi d20 laser rifles are 'simple' proficency and crit on a 19-20, though they do 3d8 still
Plenty martial/exotics do more and we have various types energy clip (RAGE clip, PHOTONIC) that add to damage.

Guess the scifi missile guy at 20th shoots the fantasy melee guy at long range!!
 

Sure they don't add STR damage, but there's a Crossbow Sniper feat that adds half dex mod to crossbow damage, so a similar feat could easily apply to the laser rifle, as well as Weapon Spec, Greater Weapon Spec, Magic (if you use magic, and they can be enhanced), Weapon Mastery...

So all in all, you could have a level 20th min-maxer doing 3d8+3 (Dex)+4 (Specs)+Mastery+Magic, which is pretty good.
 

In d20 Modern, you have to make a save vs. massive damage if you take damage more than your Con score.


The laser rifle does an average of 13.5 points of damage, which means it'll force the save for quite a lot of chars.
