I haven't been keeping up with what anyone has been doing on this so if I'm replicating any ideas, apologies. This is just something I'm doing for a campaign I have in mind and figured I'd post it.
This system works on the basis of power rather than level. The character is 1st-level, however much like a minion is less powerful than a standard monster at the same level, so is your character less powerful than a fully-fledged PC.
Adopting the model of someone who is completely untrained and who, through whatever means, either a mentor or simply through experience, gains skill and power as they evolve.
There is no experience point values in this system. Each level of power is simply a goal to which the DM adjudicates completion of as they see fit. These goals could range from, "Get me XXXX!" to "Up, down, paint the fence until you are finished!" or whatever the DM thinks is appropriate.
This also assumes the final character will be a heroic 32 point-buy character. Adjust accordingly for your game.
Untrained
An untrained character, or mook, is made with 24 point-buy. They have all the abilities of their race, including any bonus feats or powers.
They do not have any class abilities.
Hit points equal Constitution score.
Healing surges equal Constitution bonus.
One trained skill from future class list.
All defences are calculated normally, just without class bonuses.
Novice
Remake ability scores with 26 point-buy. Gain one basic class ability plus one At-Will ability from the chosen class power list.
Apprentice
Remake ability scores with 28 point-buy. Gain second basic class ability plus second At-Will ability from the chosen class power list. Add one-half of class hit points. Gain one new trained skill.
Journeyman
Remake ability scores with 30 point-buy. Gain third basic class ability plus first Encounter power from the chosen class power list. Add any defence bonus from class to defences. Gain one new trained skill.
Trained
Remake ability scores with 32 point-buy. Gain all remaining abilities to bump to fully-fledged 1st-level PC.
