When Napoleon named his brother King of Spain, the juntas decided to rebel until the real King returned. Of course, for most of the juntas, this was just an excuse for escaping the Crown's shackles*. Hmm...that could provide a decent angle. Maybe after sentiment is stirred up and a victory or two has been scored for the natives, the Brevan king grants their "sovereignty" under his brother or something. Cool. Maybe have this shift from rather localized power to a direct line of power under the new "king." This would have the effect the Juntas do in your post; mobilizing previously apathetic nobles.

You also have the interesting picture of local barons emerging, trying to consolidate the power of their settlements. The new king would look for centralized power, while these barons would prefer a more autonomus relationship. I can see a lot of potential for the PCs, either as troubleshooters for a Baron, or even as power players themselves. Or even as agents for the King. Quashing barbarian raids, bringing the King's law to Deadwood, etc...
