if full plate armor comes with gauntlets and helm then can someone still use gloves of dex or a circlet of int? if they can use say the circlet then does it drop the AC of the armor is thier any rules on this?

Yes, you can use both, and it doesn't penalize the armor.

DMG pg.217 - "Armor is always created so that even if the type of armor comes with boots or gauntlets, these pieces can be switched for other magic boots or gauntlets.
