Any deliberate handball in the penalty area is punishable by a red card. One that actually stops a goal from being scored should not be allowed to negate the goal as well.
I agree. A red card might be enough early in the game, but late in the game with the offending player's team up by a goal, losing one player to keep the lead might well be worth it.

Award the goal, don't reward the intentional penalty.

Yeah, particularly with the game on the line in a knockout game situation, the offending team basically turns a guaranteed goal into a die roll--even with evenly matched teams.
 

Well, Luis Suarez gets a one game ban for his handball antics against Ghana. I think he should have been banned from the final too, if Uruguay makes it.
