Gaining Wizard Spells on Level

"At each new wizard level, he gains two new spells of any spell level OR levels he can cast."

Pg. 219 "...The two free spells must be of spell levels he can cast."

The first seems to imply that when a 1st lvl wizard levels to 2nd, he can choose a 9th level spell (but can't cast it for obvious reasons) OR levels he can cast, which is 0th and 1st level spells (because he doesn't have second level slots yet).

Pg. 219 says clearly that the two spells have to be levels he can cast.

I'm probably reading the first one wrong. Can someone clear this up for me? Thank you.

You're reading it wrong. The "OR" is intended to make it clear that the character can pick spells from any level he can cast; both new spells do not have to be the same level.

A Wizard at second level can cast only 0th and 1st level spells because he has those slots available. But since he is at level 2, can he still gain a level 2 spell (since I assume he can cast a level two spell scroll).

To explain the last answer: No, it can only be from a spell level he can cast, not his own level. He can't cast 2nd level spells naturally.



Scrolls are another matter entirely - they are essentially precast spells.
