Those are same documents Not sure which one is more recent or complete.

Gamma Five is based on D&D 5th edition rules but adopted from 7th edition Gamma world which used 4th Edition rules.

The other is based on 5th edition rules but adopted from 4th edition Gamma World from 1992. Which was a Pre 3rd edition edition.

So very dissimilar bases which are both valid and cool depending on what you want out of the game. I think Gamma Five is more wild and wooly in the classic vein of Gamma world than the other conversion.
