Your revision would make the water genasi more or less straightfowardly weaker than the dwarf. While the dwarf is a strong-to-overpowered LA +0 (depending on who you ask), it's probably not worth LA +1. Most of your other genasi versions are comparably powered, and probably not worth the level adjustment.

I think you're overestimating the disadvantage of LA +1, which counts for a lot. Think about taking a fighter level instead of an LA +1 race -- you get a +1 bonus to your BAB, about five hit points (plus your Con bonus), a better Fortitude save, and a bonus combat-related feat, on top of the (nontrivial) racial advantages that come with the LA +0 races. When designing races, ask yourself -- would a character of this race, doing what he's best at, be as good or slightly worse than a human character one level higher?

The genasis as presented in the Forgotten realms Campaign setting are even more weacker than what I do (and there already was AL +1).

My goal is to make them balanced for a level adjustement of +1.

Any subjections ??

Remove the Charisma penalties. I'm even tempted to say remove all of the ability penalties.

Compare them to Hobgoblin-- easily the weakest of the LA +1 races. He gets +2 Dex, +2 Con, and only a penalty to Charisma. His only racial ability is a +4 bonus to Move Silently and Hide.

The spell abilities the Genasi get are sometimes useful, but the resistances won't come up very often, except for the Fire Genasi's. Taking out their mental penalties would go along way to making the Genasi more playable than your average Hobgoblin. (Which is still worth playing in my opinion.)
