General Consensus on Purely Mental Actions?

Because there isn't (AFAIK).

Personally, I think it's funny to allow psionic powers etc. but not spells using material components etc.
That way, psionics are even better than magic, which they are anyway - that ruling notwithstanding.

IMHO doing more than "thinking" (and manifesting a power is more than that) isn't "puerly mental".
 



For what it's worth, the XPH does state basically, that manifesting a psionic power is a purely mental activity (Schism power).

But what does a mental action mean? All types of actions are well defined and mental actions are not listed among them.
 


Which is very possible. There obviously is an error with them or there wouldn't be so many questions and so much confusion about them.
