A multiclass vengeance paladin/ fiend pact warlock would be the best bet. Some fire magic and focus on pursuit/ vengeance. The paladin's ability to conjure a horse helps.
There's no two-handed chain weapon. But a flail could be reflavoured as a chain. That's a good pact weapon. It'd also be easy to make a two-handed variant with reach.

I like the flaming flail idea. Talk to your DM about making it only deal +1d6 extra fire damage and add a rest power like burning hands. This makes a cool weapon to have as one of your magic items.

The other classic Ghost Rider item is his motorcycle so something like a nightmare would be great and fitting. If that is too much some sort of amulet that can turn into a stone horse for 12 hours per day. Have it have fire hoofs for effect only and breath fire to give you advantage 1/rest on an intimidate check.
