It is, After/Life is a new BRP-style d100 game about personal ghost stories, players resolve their unfinished business from life. Wandering Souls is more questing in the spirit world kind of stuff.

Wraith: The Oblivion, After/Life, Lost Souls, Geist....any others where you play a ghost?

Does the Daggerheart Ghost transformation card count? (I've two games where players have ended up as ghosts). For that matter does the BitD equivalent or Monsterhearts playbook?

V. Bakers "Murderous Ghosts" is a game for 2+ players, where one person plays the titular Murderous Ghost(s) and the other person plays a hapless human trying to avoid them.

Does it count?

IMO the game has to have built in support for the motivations and natures of ghosts. What are ghost stories like? The ghost has some unfinished business from their life. Once this is done, they can be put to rest. That's how a ghost game should work. Alternately, there's the "navigate the spirit world/society" type of ghost game, like the fiction of Clive Barker and as in Wraith. If being a ghost isn't baked into the base assumptions of the game, it doesn't count.

Dungeon and Dragon 4th Edition has several different ways to play undead:

1. Playing a Ghost directly, for that are rules in the Dragon magazine 420: https://www.drivethrurpg.com/de/product/161664 normally its after you die, but well no reason not to start as a Ghost. The article is nice "Bad news you are dead, good news you can still be an adventurer"
2. You can play as a Revenant, a Race which consist of people resurected by the Ravenqueen. You keep some characteristics from your "original race", but have also your own undead features. (Harder to kill etc.) So it is a bit more of a zombie than a dead, but you could reflavour that.
3. There is a Charactertheme "ghost of the past", which makes you someone who has lived in the past. (More someone who traveled in time forward or was frozen), but this could also fit for a Ghost. (More in compination with the ghost rules in 1)
4. There is also a vampire class (and a race and more but the class is most interesting one), which is also undead.

I think if you would play a Ghost from Dragon Magazine 420 with ghost of the past background that could be really cool. (You could even play as a revenant if you want in addition to have the "both undead but also was some specific race" mechanic and flavour).
