Ghost Template

Hey folks,
for my new adventure I needed a knight and his horse to become ghosts, and because I like the template system I came up with my own one.

For a nicer and cleaner formatting please check the attached PDF file.

I quite like the template, but I worry it might be too much of a challenge compared to other templates. Being insubstantial, the ghost can soak up quite some punishing even with only +6hp per level. I want to keep the insubstantiality on the other hand, since it seems to fit nicely as other ghosts in MM do have it, too.

Is this too strong, what would you suggest? Maybe scaling down to +4hp per level would be a good idea. I'd also like to know your thoughts on the other template features, especially the powers.

The biggest thing that jumps out at me is that the Chill touch weakens a target. With insubstantial up, weakening a target means they're doing 0 damage.
