It's Amazon. They've had board games listed as "Paperback" before, so I wouldn't put too much credit here until they have a better description of the product.
I was wondering that myself. But as others have pointed out, it's more likely that amazon simply hasn't slapped a discount on it yet the way they have with the individual core books. My guess is the 4e gift set will be exactly like the 3e gift set.
