I don't spend a lot of time in the house rules forum traditionally, so forgive me if this has been suggested already. Also, I *still* don't have my books, so my understanding of how things work might be flawed.
I've seen a lot of fellow simulationist types having trouble with magic item abilities only being available after a milestone. My suggestion would be to give them a recharge on 4,5, and 6. This would make the vagaries of magic unpredictable rather than a metagame concern.
The upside is that an item's power might be available two encounters in a row, but the downside is that an item might remain uncharged for a long time.
Thoughts?
