Ok, in the OGL game I am developing, I am using the "fatigued" state and the "exhausted" state. When someone is exhausted, they move at half speed.

Now the glossary (and only the glossary) defines the term "half speed" to include the inability to charge or take a 5ft step.

I cannot find anywhere in the SRD that the term "half speed" is defined.

I agree, terms only found in the glossary are not included in the SRD. Someone might likely argue that it's "obvious" you can't charge while exhausted (since its barred by fatigue), but I understand the concern. Ranger REG's suggestion is very good, that the d20 Modern SRD includes a line in "exhaustion" that no run or charge is allowed.

As a side note it's intersting that the d20 Modern definition of "exhaustion" is therefore in contradiction with the current d20 System Trademark Guide, which says you're only allowed to use the (old) version listed there. Yay for WOTC's legal minds.

The d20 Modern exhaustion description doesn't include the famous 'no 5 foot step' restriction either as the PHB glossary does.

But Ki Ryn, when in doubt, ask WotC. I'm pretty sure you can include that without them minding to much.

Otherwise just note that the effect is described in the PHB Glossary.

EDIT: And Ki Ryn, how did you manage to get a triple posting with the last one being delayed an hour after the first two?

How do the two contradicts, other than missing a few words?

[Of course, not to use common sense -- a WMD to D&D -- but if you're limited to moving up to half your current speed in an exhausted condition, how is it possible you're allowed to run or even charge, aside from bending the rules (feat)?]

Granted, they didn't offer d20 Modern definition of "exhausted" as a Game Defined Term. If you'd like, I'll tell Andy Smith to be literal about it.

That begs a question: why can't an exhausted person take a single 5-feet step per round on his own turn?

Because each square you move into counts as 2 squares (and diagonal movement counts as 3 squares). Therefore it wouldn't effectively be a 5 foot step anymore, but a 10 foot one (or 15 foot for diagonal movement).

Cite your source, because I never heard of this before.

I just divide the PC's speed by 2, and using that I count the squares (except for diagonal movement using "5-10-5" rules).

Too cumbersome, the new rule is actually easier, and has no exceptions.
