goto maxminis.com, find the skirmish thread. there is a sticky linking you to most of the free and not free resources on the web. download a bunch of free stuff and see what you like. 0one games stuff looks about the coolest for 2D, gameworks looks awesome, but I don't know where I'd store it. I own a lot of skeletonkeygames stuff. Ed rocks.

I gotta agree that ed (skeletonkey games) sure does some nice work (though I've only got the free stuff myself).
Also there are a lot of free tiles over on 'Dewayne Agin's HeroQuest Wesbite' - check out these ones by Ron Shirtz (some of these are very cool). Here's the link...

I've also got a bunch of free ones for download on my own site. My earliest ones were very cartoony - but the newer pdf ones look a bit more realistic. Here's the link to the relevant page...
