Gnomes/Halflings without speed penalty?

Does anyone have a suggestion for doing Gnomes and Halflings without giving them base speed 20 ft?

Whisper gnomes in Races of Stone? (I personally think they're LA +0 in the same fashion that dwarves are LA +0.)

Kobold! (The most balanced small race EVAR!!!)

Halflings: lose the skill bonuses (climb, jump, move silently, listen) and don't grant the +2 to saves vs. Fear until 5th level.

Gnomes: Drop the Listen bonus and all the spell-like abilities. Don't grant the +2 vs. Illusions until 5th level.

(Why 5th level? It's when you partially overcome your speed limit. Paladin's Special Mount or Wizard's fly spell or phantom steed spell.)

drop the spell-like abilities! You've just turned the poor buggers into alt-halflings

No way! They still get:
- Con bonus
- Illusion bonus
- Illusion resist (later)
- Dodge bonus vs. giants
- Attack bonus vs. kobolds

They've got most of their signature stuff. Just less stuff. IMHO.
