Goad feat character ideas

I've been looking at the Goad feat from Complete Adventure (and Races of Stone) [forces opponent on failed Will save to make melee attacks against goading character only].

It got me to thinking about a character concept where you 'goad' the enemy to attack a character with a high AC while your allies deal with them without fear of being struck.

The idea came about as it seems to me that while our barbarian can lay waste about him, his survability is low as he has a crap AC and is targeted heavily because he is a threat.

My thought was to build a heavily armoured gnome fighter around the Goad feat to try and take the heat off the barbarian.

I'm thinking about full plate and tower shield for equipment, and the feats Goad, Dodge, Titan Fighting (racial Dodge bonus against Giants extended to any creature larger than character - replaces Dodge bonus from Dodge feat), Combat Expertise, Heavy Armor Optimization (from Races of Stone), etc.

Sources available are core books, the Complete Series, Races of Stone, Races of the Wild, and Races of Destiny. But forget about really exotic equipment. I'm more interested in character ideas.

Improved Combat Expertise (Complete Warrior), Elusive Target (Complete Warrior), possibly Mobility (to position yourself right when you Goad, and to get out of the way in case the dude is tougher than he looked).

My Marshal used the goad feat a lot to rescue other party members who were low on hit points, or to pull a monster off the sorcerer, and so forth. Of course, that was before the feat was nerfed in Races of Stone, so I'm not sure how useful it would be now.

How was it nerfed? I'm looking at CAdv and RoS, and it seems to be word for word the same between the two.
