Well, if we're going to use that real world example, then might I suggest that one neighboring nation immediately starts shipping agents across the border to stir things up and pin down the superior military forces of their neighbor in pacification and rebuilding schemes, while another neighbor offers to provide military aid to the Silver Dragon Company only if they suppress the Khostians as much as they do? Have diplomats from both countries at the party and knowing about what their country is about to do. The instigator nation wouldn't dream of telling the Silver Dragons anything, and thus "what he's up to" must be actively thought out (if the PCs even think of it) and the genocidal neighbor is extremely pushy about their views. If rejected, it'll cost much more to honey them up after the chaos is spread by the instigators.
