He wasn't there but I thought he was mentioned. I can't find any mention of him in various recaps for that episode around the web though, so maybe I'm wrong.

Either way, it still sucks. I wish they didn't have to think about it at all.

Leo wasn't mentioned in that scene. The thing was, the previous episode had him being announced as the vice presidential candidate, and saying what he is doing three years later would have given us insight into who the new president is then; which they deliberately didn't do.

The producers have said that they have something like 6 episodes in the can, with nothing filmed for the results of the election. And that they are going to spend the next couple of weeks mourning and not thinking or talking about how they're going to resolve it.
