Good ice-themed armor power?

I'm trying to pick an ice-themed power to enchant a shield or a set of armor.

However, i'm not looking for Resistances, or fat HP increases.

The PCs had the opportunity to pick up some cold-resist item, and no one seemed excited by the prospect. So grabbing resistances doesn't seem to be the thing.

The PC who will get the item is a Paladin half way to level 2, and he has a fat AC and tons of hitpoints as is, so I don't want to provide yet another source of healing which he'll likely use (So no Dwarven armor).

Suggestions?

Well, cold powers tend to slow and immobilize, so those are possible starting points. Another is a suit of armor or a shield that, when you are hit by an enemy, curses them with numbing cold, i.e., an attack penalty.

Or it could have a shivering aura, which might also cause an attack or defense penalty, or maybe even grant combat advantage.

You also create difficult terrain around you, or knock someone prone, sort of like the warden's Form of the Winter Herald.
 

Yes, I would agree that perhaps a save bonus vs. immobilize would be a good option. You could also consider a power like Ice Walk (ice doesn't present as difficult terrain).
 

If you want a published item, the obvious choice would be Frozen Armor from AV. It does have cold resistance, but it also has a decent daily power. Or you could use Fireburst Armor from the PHB, change the fire to cold, and allow it on plate. If you want an item that will be more exciting for the player, I don't think either of those items would be unbalanced if you changed their daily powers to encounter powers.
