Where can one find the Monte one and what issue is the Ghost Faced Killer?

Ghost-faced Killer is from Dragon magazine #289, the Oriental Adventures tie-in issue. It's presented as a ninja PrC, along with the Poison Fist and Weightless Foot, but they work for assassins as well.

Nightsong Enforcer is from Dragon #293.

Night song Enforcer is from Dragon #293, and Nightsong Infiltrator is from Dragon #294.

I personally like the Thief Acrobat and for a multiclass Rogue/Wizard the Arcane Trickster is really cool (my absolute favorite prestige class).

Well, the AT is piled highest with cheesy goodness, of course.

Assassin, dungeon delver (S&S), shadowdancer, and spymaster (S&S) are all great, depending on what your specialty is. My personal preference is for either dungeon delver or spymaster; the latter is great if you want to be the ultimate undetectable sneak, the former has the uber-rogue-friendly ability of blindsight. (In combination with sneak attack and a wand of deeper darkness, this gets just insane.)

To be honest, though, I don't really think the rogue needs PrCs. A level or two of shadowdancer is nice for the HiPS ability, and dungeon delver is nice for the blindsight, but the rogue is so diverse already due to his skill options that I think further subspecialization just isn't necessary.

The Nightsong Enforcer also gets Blindsight (30 feet), and has full sneak attack progression. But he doesn't get Blindsight until level 10.

What I would like to see is a Rogue/Wizard PrC that is more Rogue than Wizard. They dabble in magic, but are mostly Rogue.

Give it +1 spell caster / 2 levels. The spells are intended to supplement their rogue abilities, not take over for them. At half progression rate, they aren't going to be any competition to a regular mage.

Give them the d6 hp and 3/4 BAB. They already hurt their combat abilities enough if you require at least 3 levels of spell casting to qualify.

Now try to balance it. That is the tricky bit.

The thing is that it is really a weakness of the current multiclassing rules (dabbling in spellcasting just isn't effective) more than anything.
