grappling an air elemental

Hi people
I have this question
a dragon has grappling an air elemental when he is into tornado form is that posible? I supose not

By the RAW, if it's a creature and you can reach it and it's corporeal, you can grapple it.

Doesn't make a lot of sense when it comes to non-earth elementals, honestly...

The rules for whirlwinds are unclear. I would say that a whirlwind can't be grappled, though nothing in the rules state that. We can rely on common sense and the sentence "To start a grapple, you need to grab and hold your target" from the SRD. It's quite clear that, in whirlwind form, an air elemental lacks consistency as other creatures can enter their "body", so I wouldn't allow grapples to air elementals in whirlwind form.

I also house-rule that while on whirlwind form, air elementals are considered to be in "gaseous form", except where info from the air elemental description takes precedence (flying speed for example).
