Unfortunately, it's only partially applicable to Web. When you break loose from an Entangle you're only slowed to half speed. When you break loose from a Web, you can only move by "devoting an entire round to moving".
Since breaking loose from Entangle is clearly a Full Round Action, and since your movement is slowed to half speed, I'm not sure I'd allow a 5' move or not. Here's the PHB section on 5' steps WRT Hampered movement:
3.5 SRD said:You can only take a 5-foot-step if your movement isn’t hampered by difficult terrain (see page 148) or darkness.
So, I guess that's pretty clear. Even if you break loose from an Entangle spell with a Full Round Action, no 5' step for you!

With Web, however, no movement is allowed period, so no 5' step there either.
Ah, sorry. Right. I thought your were taking one of the viewpoints I offered (or was thinking about) at the beginning of all this. That is, what if only 5' of Web was burned in an empty square, but a creature's space would be completely cleared (all 1, 4 or even 9 squares of it) of Webs the first time fire was introduced, with the creature suffering only 2d4 fire damage, regardless of size or space. That mitigates alot of the wonkiness of the spell on creatures whose space is larger than a single square, but may nerf the spell a bit more than most are comfortable with.Kershek said:As far as fire damage is concerned, I never stated that fire from different sources wouldn't do extra damage.
