Grappling with a Flaming Sphere, a burning Web & a trapped Brown Bear?

You're right. Thanks. That is more clear.

Unfortunately, it's only partially applicable to Web. When you break loose from an Entangle you're only slowed to half speed. When you break loose from a Web, you can only move by "devoting an entire round to moving".

Since breaking loose from Entangle is clearly a Full Round Action, and since your movement is slowed to half speed, I'm not sure I'd allow a 5' move or not. Here's the PHB section on 5' steps WRT Hampered movement:

So, I guess that's pretty clear. Even if you break loose from an Entangle spell with a Full Round Action, no 5' step for you! :p

With Web, however, no movement is allowed period, so no 5' step there either.

Ah, sorry. Right. I thought your were taking one of the viewpoints I offered (or was thinking about) at the beginning of all this. That is, what if only 5' of Web was burned in an empty square, but a creature's space would be completely cleared (all 1, 4 or even 9 squares of it) of Webs the first time fire was introduced, with the creature suffering only 2d4 fire damage, regardless of size or space. That mitigates alot of the wonkiness of the spell on creatures whose space is larger than a single square, but may nerf the spell a bit more than most are comfortable with.

With Entangle, you make a full round action to break free and move half normal speed. Do the same for Web.

Thanks for pointing it out again.

Thinking about it, I don't think that's fair to Web. After all, it is a 2nd level spell, while Entangle's only 1st level. There are some other distinct differences between the spells, but most creatures will likely be able to walk out of the AoE of Web, even with a half move since the radius of it is only 20'. Moving half your speed won't get you very far in an Entangle effect since its radius is 40'.

Furthermore, when you're not entangled in an Entangle spell you're still allowed to move half your speed with a Move action. But with a Web, the spell specifically describes how you move through it (again referencing the 2nd bolded section I quoted before).
