can anyone point my attention to some good information regarding the area of the aerdi, ahlissa, rauxes, etc. is that city under some kinda spell or something? anything ever been produced to suggest the mechanics of this barrier? what is the city like? who inhabits it?

As I recall Greyhawk canon, no one is sure what is going on in Rauxes -- and there is a question if anyone is alive in it. You might want to pick up the Living Greyhawk Gazeteer, as well as check out Canonfie for resources.
 

There is a Living Greyhawk module that *just* came out, called "All Roads Lead to Rauxes", that appears (from the cover blurb) to address the area:

RPGA Module Summary said:
“When there is no more room in Acheron, the dead shall dwell upon the Oerth…” – ‘Battle Hymns of the Herald’, Scriptures of Hextor. From the border barony of Stel, pursuit of the Footmen leads towards the magical wasteland that was once Rauxes, Capital of the Great Kingdom. To even penetrate the magical veil that surrounds the wasteland is a feat, thus it is not something you or your enemies would do lightly. What ever awaits on the other side will be extremely powerful and deadly, but answers and results never come free for a true (anti)hero. A two-round adventure for APL 6-12 and not for the faint of heart. Part five in the Running with the Baatezu series.

Of course, you need to be a Herald-level RPGA judge to order the module, and you have to order it with the intent of running it...
 

whoa...how tantalizing is that!!! but i have to run the adventure in an official living greyhawk camapign? that sux. just dont have the time to join the rpga, my group fits in adventures whenever we can between very diverse work schedules. thanx for the help, guys. it looks like that source is the one i need...

hmmm...other than the living greyhawk gazetteer, are their any other sources of information on the city/ larger area? no chance any old sources exist to give a good feel for what the place used to be like? any maps of the regions? thanx again.

The old module Fate of Istus has a map and some info on Rauxes. It is somewhat dated, but it could be a good starting point.

And thats precisely why the RPGA is worthless to so many people.
