So back on topic ...
The prevailing sentiment seems to be that 3pp can omit new core material. I don't explicitly tell you that my "City Wurld" doesn't have rangers, I just don't mention anything about them in the setting book I release.
I hope not. GMs should always have the cojones to say, "No!" to anything that doesn't suit the world vision.

With WoTC's 'publish a new PHB every year' plan and, to my understanding, 3rd partys having to not exclude core things from their works... does this mean companies that create campaign worlds will have to update them every year to bring them in line with WoTC's new books?
