Gun-Fu feat (dungeon98/poly 157) - How does it work?

Basically, it means that if your movement rate for some reason is less than 15 ft. per round, then you may not use this feat to move any further than your base movement. So, if your base move is 30, you can move 30, shoot, then use this feat to move an additional 15. If your base move is 10 (if you're wearing really bulky armor, for example) then you can move 10, shoot, then use this feat to move an additional 10. Capiche?
