The only thing that would make it illegal is a high capacity magazine (over 10 rounds) and or a silencer or other such modification.
Add: Which is illiegal to do with any gun in California (not just the Desert Eagle).

They are all pretty close, it's good enuff for what it is (I would have pushed the .50 BMG up to 400 though).

I've never heard of it, if it's good I'd like to see it though (as long as it's not so overly complex that it slows the game down).

Myth,
It's not that I don't want him to have it. I just wanted to make sure that there aren't any specific laws around it. Plus I'm trying to understand why a 1st Level Parapsychologist would have a .50 caliber hand cannon...

It's a legal gun, but you could make him justify his character having one.
He's a Parapsychologist aye... If he was to believe in the paranormal I could see him wanting all the fire power he could get or maybe make him a gun nut character and force him to spend skill points on knowledge of pistols or something.
I hope he's not trying to use it concealed.
That is a really really big gun, it weighs about 5 pounds (5 lb.s in one hand is a lot) and it's almost a foot long (with a 10 inch barrel it's longer then a foot).
 

Dark Quest's Cyber Style: Bang Bang includes the firearms rules for our dark future system. The rules, and a majority of the weapons are modern, not sci-fi'ish. The futuristic part of the rules includes firearms that are known on the production tables today, or planned releases within the next decade.

Yeah, I've since learned that it is, in fact, a legal firearm, so I really have no leg to stand on in denying it. I like the idea of him being a.) a gun nut or b.) a true believer in the supernatural. I think it will have to be gun nut though since he's already made up the PC. My biggest thing was that I was of the impression it was restricted in many states, and if so, the same would hold true in my game.
