Half-dragons, should they be allowed?

Sure. In most campaigns... anything close to 'default'.

If someone wanted to go dragon desciple that'd be cool. If it was a higher level game, I'd let them start as a half dragon if they wanted.

I really like the half-dragon template class, it gives the chance for people with dragon in their bloodline to make it apparent over time. I've never allowed the template on a starting character, but that's just because I start characters at one, sometimes two or three.

Mostly because I like to start games at 1st level. I don't like ECL races as PCs. Dragon Disciple OTOH, have fun.
