Jedi had a set up where folks vulnerable to darkside influence were not supposed to become Jedi. Any question of whether Annakin would go "light or dark" would have gotten him barred from jedi training. The Wizarding World trains magically apt folks because they ARE magically apt and likly to cause problems otherwise. If the Jedi council called the shots at Hogwarts, Slitherin students would receive exactly enough training to not accidentally cast spells and no more.it makes me think that this is how they should have done Wee Vader in Episode I (although I guess in Annakin's case they say he had some good in him once, where Voldy seems to be evil from the start).
