hasted mounted attacker

If a mounted character is hasted is it then possible for him to first use his partial action to make a partial charge. And then when he gets to the defender make a full attack with the rest of his turn.

If it is possible will he then get +2 to the full attack, and -2 to AC until his next turn?

I think you can use the partial action from haste for a partial charge, and make the full attack sequence after that.

The +2 applies to the charge, not the rest of the attacks. The AC penalty will be there a whole round, so it will only go away before your next turn (even though you make your normal action after the partial action, they're still the same turn for you!)
 

No because your mount isn't hasted. You want to partial charge with your Haste action before your normal one and your mount doesn't have a normal one yet and can't move.

The +2 to attack for the whole round is open to debate. Some DMs allow it and other don't.
