Can't imagine a good reason for taking away already-earned XP (unless level-draining counts, and it doesn't exist if I'm playing with my full house rules, so I guess I don't consider that a very good reason either).

Out-of-character bad behaviour should be dealt with out of game; if anyone should be punished it is the actual person behaving badly, not what is essentially a piece of paper. Talk to him (it's usually a "him") or kick him out; don't screw around with in-game stuff that a) will probably just compound the problem if he's not enjoying the game, and b) he likely doesn't take very seriously anyway.
 


I have done both, but I'm not sure it counts, because our gaming group has two standards for XP. One is the "you've slain the dragon, here's yer xp" variety, and the other is the "bring me a drink out of the kitchen and I'll give you xp" sort. With the first (and truly important) one, I can't recall anyone losing XP. With the second, people have gained as much as 50 xp for bringing said drink, or lost 10 xp for a hideously bad pun. Never enough to really matter in game terms, though.

As far as rewarding 0 goes, I have done so, but only for failure to show up for the game. The first couple of times, their character participated and received XP, but at the point when I determined that it was chronic (AND, they were repeatedly saying they'd show up and failing to do so without any real explanation), I "wrote" their character into a "parking place", if you take my meaning, and they stopped getting XP.

I have given and I have been given 0 xp before, but it was never because of "bad play", instead it was either because nothing significant enough happened during a session (e.g. having only battles of too low EL, or just playing downtime and market time), or otherwise because we had agreed on a non-standard xp policy (such as "all xp at the end of the adventure").

OTOH, I've never experienced any xp regression on DM's inititiative, that doesn't seem fair to me at all.
 

I have given 0xp when nothing was accomplished in the session that warranted the PCs advancing. we had fun for the session talking in character and such. but xps represent the growth of the PC in his chosen class(es).

The only negative xp given was a level loss due to negative energy. Again this represents part of the game mechanics.
