I heard that there is an item that can store healing points if one heals over their maximum. Is this true or just some rumor?

It would very easily get abused if it actually existed (which is not to say it doesn't...) but I've not heard of such a device. Chances are that if it does exist, it meets one of the following criteria:
1) It was homebrewed.
2) It is extremely limited, and that aspect isn't of much use.
3) It is from a rather obscure book.

Never heard of it. Only occasion where I'm familiar with anything related to additional Hit points above maximum is being on the Positive Energy Plane.

With that said, is it an item connected to the Positive Energy Plane?

There was a McGuffin ritual in this fantastically awesome campaign that worked more or less like what you're describing. Except, you know, it stored ALL healing the character received. So he couldn't be healed at all anymore.
