Keep in mind that Melora's Tide goes away when you are no longer bloodied; when it stacks up to 11 regeneration at 1st level, you really only get one "tick" of regeneration before it's gone. Plus, you do have to burn Beacon of Hope (a daily) in addition to your encounter power that cost you a feat. It really is debatable whether or not healer's lore applies to Melora's Tide, but Beacon of Hope absolutely applies to Melora's Tide.
