That's the kind of thing you buy to be able to say "Guys...you'll never believe what I bought" and actually shock the hell out of people.

Who said it was meant to be funny?

In any case, the figurine is rather well rendered. I can't imagine it would ever be used in play(ie a toy), but rather to be looked at. Figurines are frequently made of frivolous things of negligible worth, so why not representations of historical figures? In my opinion it's just one way to inspire talk and discussion about a particularly awful moment of history.

It's just a representation of a man (a terrible one, yes), and not a terrible act (such as would be inferred by the "shower room playset" sarcastically you referred to).
