help balancing a PRC

My player is trying to create a PRC that is roughly ninja like (I didn't think the standard PRC's fit in my campaign, so I disallowed them) I like the flavor of this one, its history fits very well, but I think it's over powered. However, I have also found that I suck at determining what's overpowered.

Feats: Quick draw, Improved initiative
Other: Evasion class feature

It would be helpful if the descriptions of the abilities could be included. Most people will recognize most of them, but little details are easy to misremember.

Also, how many skill points are there?

The best thing to do is compare it with a rogue of equivalent level. There should be things that a standard rogue could do better, and things that the Master Shinobi should excel at. If the prestige class is more powerful, then tweaking a few details might help- perhaps sneak attack every 3 levels instead of every two. And more onerous pre-req'a- skill focus in hide and move silently could be considered.

Also, consider when the special abilities are coming into play- being able to fall 50 feet is hardly gamebreaking for a 14th level character.
