Help Finding a Race

I'm trying to help a freind of mine finding a race for his new character, but neither of us can come up with a race that fits his criteria and I thought I would check here. His requirments are that it increases both Int and Cha with as low of an ECL as possible(preferably 0, but he might be willing to go with a low one). Sources are limited to Wizards of the Coast products only. Thanks in advance.

Right now, I can only think of drow (LA +2). There's others with no to low LA that get either, but not both.

Not Wizards... Kalamar has Wis+2, Cha+2 or int+2,wis+2.... nothing else.
