Help make my wizard happy

You could allow her to swap to another class if she's not happy with the wizard. Ie Allow her to trade in all her levels of wizard for a cleric so that she can cast Miracle instead of Wish.

I think Kilroy's suggestions are very good. Since it's an IC restriction, best to find an IC solution :)

IOW, don't think of OOC compensation such as giving extra character bonuses for free, but if you feel the Wizard is restricted compared to other characters, try to give her some advantage in the world. Well, usually you don't really get a "compensation" for respecting the laws... however she could for example have an easier time scribing spells, perhaps to encourage other wizards to learn non-banned spells, the members of the council allows meritable high-level wizards to copy spells from their spellbooks free of charge (scribing costs remain, but not the "toll" the owner of the spellbook is supposed to ask), or they sell high-level scrolls at 75% the market price for the same reason.
 

I'd suggest not giving the wizard any reward for following the rules....

However, if you really don't have a problem with the spells, I might set up a situation where the council might make an exception.
It could be as simple as: There is a Rogue Wizard who has been casting contraband spells and the party is to track him down. Due to the danger this wizard poses with his unregulated use of the Wish spell, the party is authorized to "any magical means necessary" in the removal of this threat.

Or it could be a longer-term relationship. Example: The council brings in the Wizard and asks him/her to be their agent. They are given a "License" to use contraband magic as long as they are working to further the council's ends. Such a license would of course have to be up for periodic reviews, and that can lead to no end of fun as the players try to stay in the council’s good graces.

This moves the choice to the Player.... if they wish to use the spells, then they have to do what the council asks, if they are happy with how things are now... Well then you have nothing to worry about.
 

Why not just cast wish, and wish that the spells weren't banned. I agree with Kilroy's suggestions, and I have to back up the homebrew spells.
 

I like Kilroy's suggestions as well.

One question I have is: are the banned spells by name only, or is it the "spirit" of the spell that is banned? Should someone research their own spell that is similar to, but not the same as Power Word Kill, for instance, is it automatically banned?

"As you can see, my spell did not in fact follow the standard formula of the Power Word Kill spell. In fact you can clearly see that my spell as researched is 7% less lethal than Power Word Kill." Hmm, an IC rules lawyer...
